NAF's co-operation in Russia

The National Archives of Finland’s co-operation activities in Russia are a part of international research and development operations, aimed at acquiring digital copies of documents pertaining to Finland kept in Russian archives, and to promote the comprehensive research use of these documents. Cooperation between the National Archives of Finland and Russian archives is based on a five-year framework agreement between the National Archives and the Russian Federal Archival Agency (Rosarhiv), first signed in 2005 and renewed in 2010, 2015 and 2018.

By the beginning of 2019, the National Archives has signed 50 co-operation agreements with several archives in Russia, Belarus, Kazakhstan, Georgia, Armenia, Azerbaijan and Ukraine, as well as framework agreements with Rosarhiv, the Russian Historical Society, the Ministry of Culture of the Republic of Karelia, the Archival Committee of St. Petersburg, the Archival Committee of the Murmansk Oblast, Administration of Archives of Sverdlovsk Oblast and the State Public Historical Library of Russia and Presidential Library of Russia. Some of the agreements are subject to a fee and some are exchange agreements, in addition to which there are the above-mentioned framework agreements.

The acquired digital documents have been stored in the Digital Archive, but under the current agreements, they can only be accessed in the reading rooms of the National Archives. Reference information concerning the documents can be found in the VAKKA database. By the end of 2018, more than a million document extracts were acquired from Russia. Most of the documents are related to political history.

Policies concerning acquisition are discussed with the research community and research projects so that their actual material needs can be met.
