The Celia Accessibility Library and the National Repository Library to be merged with the Repository Library on 1 January 2026
The services transferred to the National Archives will remain available and easy to find despite the change.
The Celia national library for accessible literature and publishing and the National Repository Library will be merged with the National Archives of Finland on 1 January 2026. The reform is part of the Educational and Cultural Administration 2030 project and part of Prime Minister Petteri Orpo’s Government Programme.
As a result of the reform, the new tasks of the National Archives of Finland will be to provide library services for people with reading disabilities, as well as receiving and storing materials transferred from Finnish libraries and making them available.
The availability of these statutory services to be transferred to the National Archives of Finland is guaranteed to customers during the change. Accessibility Library Celia and the Repository Library will remain as service brands that are recognizable to customers.
Accessibility Library Celia’s service to customers to continue as before
The merger will not require any actions from customers.
Celia's customer service can still be reached by phone on the number +358 295 333 050. The chat service can be found on the website at Celia.fi and the online service at Celianet. Please note that the customer service email address will change at the turn of the year. In the future, you can send an email to [email protected] . Messages sent to the old address will also be directed to the new address.
The familiar green letter C will continue to be found in Celia's online services, but a slight graphic update will be made to the website and social media channels at the turn of the year and early next year.
Due to the merger, Celia's conditions of use will be updated. A personal message will be sent to all Celia customers about the update of the conditions of use in the near future. Celia Accessibility Library’s customers are not required to take any action due to the changes.
Some of the services of the Repository Library will become subject to a charge in spring 2026
The Repository Library’s customer service channels will remain unchanged.
On 29 October 2025, the Ministry of Education and Culture outlined that the following Repository Library’s services will become subject to a charge in spring 2026:
- Electronic delivery of article copies
- Remote lending
In addition, in accordance with the policy of the Ministry of Education and Culture, the practice of the Repository Library paying the shipping costs and packaging materials of the sending library will be abandoned.
The changes are likely to come into effect at the beginning of the year. We will inform libraries well in advance of the more precise timetable for the change.
National Archives will continue to serve customers as before
Customers and stakeholders will be able to use the services of the National Archives of Finland as before. There will be no changes to the service channels.
However, due to actions related to the harmonisation of basic information technology, the National Archives’ reading room services will be exceptionally closed for a longer period during Christmas time and at the turn of the year 2025–2026.
The reading rooms and the reading room phone service will be open for the last day on Friday 19 December. (Rauhankatu, Mikkeli and Oulu). The services will open again on 13 January 2026 at 9 am (Rauhankatu and Jyväskylä). For more details, see separate news.
About the Educational and Cultural Administration project
The aim of the Educational and Cultural Administration 2030 project is to reform the agency structure of the Ministry of Education and Culture and to centralise and harmonize digital services. In addition, operational practices will be harmonised and the division of duties in shared services will be reformed.
