The Celia national library for accessible literature and publishing and the National Repository Library will be merged with the National Archives of Finland on 1 January 2026. The reform is part of the Educational and Cultural Administration 2030 project and part of Prime Minister Petteri Orpo’s Government Programme.
The aim is to reform the agency structure of the administrative sector of the Ministry of Education and Culture and to centralise and harmonise digital services. In addition, operational practices will be harmonised and the division of duties in shared services will be reformed.
Customers and stakeholders will be able to use the services of the National Archives of Finland as before.
As a result of the reform, the new tasks of the National Archives of Finland will be to provide library services for people with reading disabilities, as well as receiving and storing materials transferred from Finnish libraries and making them available. The availability of these services to be transferred to the National Archives of Finland is guaranteed to customers during the change.
Services are being developed to be more digital and easier to use. The expertise of Celia and the National Repository Library will also be utilised in developing accessibility and usability.
The Government’s proposal for legislation on educational and cultural administration is to be submitted to the Parliament for decision in the spring plenary session 2025.
Stakeholders and customers will be informed of the progress of the reform in the manner outlined by the Ministry.
