Our organisation
The new organisation of the National Archives of Finland entered into force in January 2026. The reform was part of the Educational and Cultural Administration 2030 project.
As part of the organisational change, the National Archives were joined by the Celia Accessibility Library and the National Repository Library.
The Director General of the National Archives is Päivi Happonen.
The new organisation consists of four competence areas and two services that act as administrative structures.
- The core task of the Customers competence area is to produce digital archiving services for public administration organisations, as well as services for the use of datasets for different customer groups, such as researchers, public administration and citizens. We pursue active project cooperation with the research community to develop the digital use of research-supporting services and materials. The competence area is also responsible for providing fee-based services to public administration, such as the digitisation of materials. In addition, the competence area is responsible for the reception of private archives and the Sámi Archives. The competence area is headed by Mikko Eräkaski.
- The Celia Accessibility Library competence area provides and distributes accessible library materials and learning materials for people with reading disabilities, guides in their use, and serves as an expert in accessible publishing. The aim of the competence area is to promote equal opportunities for people with reading disabilities to read, learn and access literature. The competence area is headed by Anki Mölläri.
- The Delivery and Production Services competence area is responsible for the National Repository Library’s services, the processing of information requests, the digitisation of materials and customer orders, and the digital and analogue delivery of orders. The competence area provides fee-based digitisation services and is responsible for storage facilities and material logistics. In addition, the competence area is responsible for production and delivery planning, process development and equipment maintenance. The competence area is headed by Juha Lakkala.
- The Data and Innovation Services competence area is responsible for the organisation’s data management and key data, the development of artificial intelligence solutions, the management of products and applications, application development and maintenance, and infrastructures. The competence area is also responsible for digital security and the digital work environment as well as the organisation’s enterprise architecture work. The competence area is headed by Vili Herdell.
- The Communications and Competence Services service includes HR services, especially the development of competence and well-being at work, external and internal communications, as well as strategy work, which includes operational planning, monitoring, development and analysis, as well as project management and management support. The service is headed by Hanna Erkko.
- The Administrative Services service includes financial planning and monitoring processes, security, legal matters, data protection, risk management, procurement, facility services and case management services, and internal supervision. The service is headed by Immo Aakkula.
- In addition, the organisation has the Key Facility Projects function, which is responsible for the implementation of the branch strategy, the Rauhankadun complex, and the expansion of the central archives. The function is headed by Juhani Tikkanen.
The organisation
The new organisation of the National Archives was initiated in January 2026. The main goal of the reformation was to transder the central focus of the National archives to digital services and their development.
